I wanted to reorder these problems because I do think they are nested:

1. A robust way to volarize civil society groups and actors
2. Making civil society data comparable to big data
3. Creating a resilient and accessible network of civil society groups and actors
4. Resource and referral in civil society.
5. Building a practice of innovation in civil society
